Burnhamβs plans amount to a notable criticism of Keir Starmerβs policy in the area, with the Greater Manchester mayor saying: βLabour have got it wrong on small businesses.β He has previously been wary of discussing concrete policy decisions, in part because of a desire to focus on the current contest, but also because he has said he would not want to go beyond what Labour promised in its election manifesto. But in a policy statement released by his team on Friday, Burnham acknowledged criticism of the governmentβs policies towards small businesses, and particularly pubs, pledging help on business rates. Under his plan, pubs, clubs and music venues would receive a 20% cut next year, while smaller, independent hospitality, leisure and retail companies would have the threshold for paying business rates raised for the first time since 2017, taking many outside the scope of the tax. A taper system would avoid a payments cliff edge. The cuts would be paid for, according to the proposal, by higher levies on giant warehouses operated by online firms such as Amazon, and targeting the owners of empty high street properties. βI am willing to be honest about where we have fallen short and say that my party has got this wrong in government,β Burnham said in the statement. βThey have undervalued the contribution these businesses make to our livelihoods and our communities. βI wouldnβt flinchβ: Burnham on social care, markets, Brexit β and the prospect of a general election Read more βOur high streets matter to me because they matter to the people who live here. It followed a backlash in the hospitality sector against changes to business rates announced in Rachel Reevesβ budget in November with warnings of potentially widespread closures and job losses, particularly in pubs. The stateβs commissioner for children and young people has also raised the alarm about cycles of ineffective referrals to voluntary services, and closed reports in 35 cases of children who died after interactions with the system. βThe commission has continued to see report after report to child protection with ultimately no improvement in the lives of children and young people. That needs to change,β the commissioner, Tracy Beaton said. The commissionβs report, tabled in parliament on Thursday, comes a day after the stateβs auditor general released a report showing the out-of-home care system was not fully meeting childrenβs needs. The reports come less than a week after Guardian Australiaβs reporting on the inside of the kinship care system , through the story of a Melbourne childcare worker who took on the care of a baby she barely knew last year after a Friday afternoon phone call from child protection. Sign up for the Breaking News Australia email The auditor general found the work of child protection services has long been stymied by delayed, inaccurate and incomplete data. The problems directly hampered child protection workersβ ability to βmake informed decisions, monitor placements and deliver effective child protection services,β the auditor general wrote. Despite multiple previous reports identifying such systemic issues, the departmentβs appeals to the government for funding to address them had been unsuccessful. The number of foster carers was also declining significantly, and putting increased pressure on the kinship care system β where a child is placed in care with a relative or close family friend β which now makes up 81.7% of placements. Carer payments in Victoria are also the lowest in Australia, and a key factor in declining carer numbers, the report said. Putin remains uncompromising on Ukraine, but is public discourse on war changing in Russia? 14 hours ago Share Save Add as preferred on Google Steve Rosenberg BBC Russia Editor Reuters Putin insists Russia's war aims in Ukraine are being reached, even though initial plans were for a short military operation If Vladimir Putin's Russia had an official slogan, what would it be? "Russia is what it is, and we're not ashamed of showing it," Foreign Minister Sergei Lavrov once told me in an interview. That fits. But I recently heard an updated version from veteran pop and folk singer Nadezhda Babkina. After receiving an award from President Putin, Babkina told an audience in the Kremlin: "Russia will never surrender thanks to our remarkable, multi-ethnic genetic code... that holds us all together. "Anyone who doesn't like that," she added, "can go and poison themselves." In many ways, the line "they can go and poison themselves" encapsulates Russia in 2026 - unapologetic, unrepentant and uncompromising. Like Vladimir Putin himself. Since ordering the mass invasion of Ukraine, the Kremlin leader has displayed no regret, no remorse over his decision to attack Russia's neighbour - and no intention of ceasing hostilities. This week Russia launched another massive missile and drone strike across Ukraine. The attack came on the eve of the annual St Petersburg International Economic Forum, an event designed to showcase Russia to the world. High-profile Western investors and politicians have long stopped coming. But the organisers say that delegations from more than 130 countries and territories will attend. For a country seeking foreign investment, more than four years of war with its neighbour doesn't seem the best advertisement. But, as we have established, "Russia is what it is". Forum or no forum, the attacks on Ukraine continue. President Putin's public position on the war is unwavering. He continues to demand that Ukraine cede control to Russia of the entire Donbas region. Vladimir Putin has not changed. But one thing in the Kremlin has. And that is to do with Donald Trump. Last year Russian officials appeared confident that the US president would help deliver a Ukraine peace deal on Moscow's terms. In other words, that President Trump would pressure Kyiv into accepting Moscow's maximalist demands. Following last summer's US-Russia summit in Anchorage, Alaska, for months afterwards senior Russian officials waxed lyrical about the "spirit of Anchorage" - as if Donald Trump and Vladimir Putin had reached a mutual understanding on Ukraine to Moscow's benefit. But no peace deal materialised. "I don't know about the spirit of Anchorage," President Putin's foreign policy aide Yuri Ushakov told Russian state TV recently. "I have never used that phrase." It was a sign that the "spirit of Anchorage" has, if not disappeared, then at least started evaporating. Nowak murder: Key moments of police bodycam footage An 18-year-old Southampton student, Henry Nowak, was handcuffed after being stabbed by Vickrum Digwa, 23, who lied to police at the scene, claiming he had been the victim of a racist attack. Photograph: Robert Harutyunyan/Getty Images/500px Masturbation among birds is βnaturalβ and should not be punished, say experts Study finds activity is not harmful or caused by stress of captivity β and is in fact more common in wild birds An investigation into acts of self-pleasure among parrots and other birds has reached a climax, with the results providing welcome relief for vets and researchers, not to mention the birds themselves. Bird keepers are often advised to discourage and even punish birds for masturbating, but the study found the activity was more common in the wild than in captivity, with researchers concluding it is part of a birdβs natural behaviour. The reportβs authors urged vets to reassure worried owners that the antics are not harmful and warned that efforts to intervene, which range from removing perches to hormone treatment and surgery, could be far more damaging. βOur big finding is that masturbation is not a negative response to captivity,β said Dr Chloe Heys, an evolutionary ecologist at the University of Lancashire in Preston. βThis is widespread in birds and we found itβs a perfectly natural and healthy behaviour thatβs part of their repertoire of sexual behaviours.β Researchers historically tended to assume birds either did not masturbate or did so only under the stress of captivity. But Heys said the behaviour was quite common and distinctive. βI had a pet cockatiel that masturbated all the time,β she said. βIf youβve ever seen a bird masturbate, you absolutely know what that bird is doing.β The team surveyed bird experts and online communities of bird keepers, breeders and enthusiasts, and combined their accounts with others published in scientific literature. In total, they collected data on 120 bird species, captive and wild. Avian onanism is widespread among species, including parrots, ducks, turkeys and chickens, and more common in the wild than in captivity, the survey found. Slightly more accounts mention males, but females were by no means exempt. Typically, males would be βrubbing quite vigorouslyβ on their perch, a toy or a twig, or on their ownerβs hand, foot or shoulder, Heys said. Females tended to lift their tail and back on to convenient objects. The activity was sometimes accompanied by wing flapping and vocalisations not typically heard from the birds. Asked if they showed any signs of self-loathing or Catholic guilt, Heys thought not. βI donβt want to say satisfied, but they do look different after they finish. Itβs obviously doing something for them.β Accounts from hobbyists revealed that some owners had sought veterinary help when they caught their birds masturbating, fearing the animals might hurt themselves.
