ICE plans to extend the no-bid contract of the firm that runs Camp East Montana in El Paso, Texas, through Sept. 30, 2027, at a potential additional cost to taxpayers of $776 million, the notice says. This is on top of a $452 million initial contract that the firm, Amentum Services Inc., was awarded in March when it was hastily installed to take over the camp's operation from a contractor removed for poor performance. For months, Democratic members of Congress and several advocacy organizations have called for Camp East Montana to be closed, citing reports that detainees have been routinely mistreated since its opening in August 2025. A report released earlier this month by Human Rights Watch and the American Civil Liberties Union alleged that staff routinely beat detainees, denied them medical care, made them live in filthy conditions and fed them inedible meals. Reports by federal agencies have also found unsafe detention conditions and that the Army and ICE have wasted millions of dollars paying for unnecessary services. At least three Camp East Montana detainees have died. The facility at Fort Bliss, an Army base near the U.S.-Mexico border, has housed an average of more than 2,000 male and female detainees a day since Oct. 1, though its population has declined significantly in recent months, according to ICE data. "Extending Amentum's contract while ignoring well-documented abuses is reckless and demonstrates the Trump administration's full-scale assault on human rights," said AngΓ©lica CΓ©sar, a fellow at Human Rights Watch and the ACLU who was a lead researcher for the report. "Instead of holding private contractors accountable, DHS is choosing to perpetuate a system of harm and abuse." Chanel Mann, a spokesperson for Amentum, referred questions to ICE and its parent agency, the Department of Homeland Security, which didn't immediately return messages seeking comment. ICE's notice was a justification for extending Amentum Services' contract for a year without a competitive bidding process. The texts were shown in court on the fifth and probably final day of a Los Angeles hearing to determine whether he will go to trial in her killing. As she neared his Hollywood home shortly after 10am on 23 April 2025, in an Uber he had sent to pick her up, she sent her final text: βgirly pop iβm almost there open ur door if ur home.β Prosecutors allege D4vd, whose legal name is David Burke, stabbed her to death when she came through the door. The night before, the two argued via text about his relationship with a woman. The hearing will end with a decision from Judge Charlaine Olmedo on whether to put the 21-year-old Burke on trial on charges of murder, sexual abuse of a child under 14 and mutilation of a body. He has pleaded not guilty and his lawyers have said he did not cause her death. Defense attorneys established that no witnesses saw and no cameras captured Rivas Hernandez entering the house or Burke being at the house in the time frame prosecutors say she was killed. The defense showed several other texts from Rivas Hernandez threatening him about their relationship, and saying she would go to Burkeβs mother, talk to his friends and βleakβ information about them. Under questioning from defense attorney Blair Berk, Farrell said he saw no indication that she ever threatened to go to police or pursue any legal action against him. The defense also established that she had asked seven times to come to see him in the days before her death, and he agreed only after she demanded it. The emergency appeal comes after an appeals court upheld a ruling blocking the presidentβs order in nearly half the country ahead of Novemberβs midterm elections. The justice department asked the supreme court to allow the proposed changes to move ahead while lawsuits play out. Trump ordered the government in March to create a βstate citizenship listβ of eligible voters and deliver mail ballots only to people on that list. Democratic officials in 23 states and the District of Columbia sued, saying the constitution gives states and Congress the authority to set election rules, not the president. Attorneys have said Trumpβs proposed changes are ripe for abuse and could cause chaos. A judge in Massachusetts blocked the order for the plaintiff states, and a first US circuit court of appeals panel upheld that ruling over the weekend. The executive order issued in March calls for US Citizenship and Immigration Services and the commissioner of the Social Security Administration to create a federal list of eligible voters. It tells the US Postal Service to deliver mail ballots only to people on that list. Trump promoted the proposed changes as safeguards to keep non-US citizens from voting. Noncitizen voting has been shown to be rare, and is a felony that can be punishable by deportation. US district court judge Indira Talwani in Boston, who was nominated by Barack Obama, agreed in June to halt implementation for the 3 November elections. He expressed optimism for an end to the war on Monday, telling reporters aboard Air Force One: "I think there's a good chance that something could happen." However, he warned that Washington would "go back to doing what we were doing" before the pause in fighting if the latest negotiations failed. Tehran has denied that any direct negotiations are taking place. Trump said he had decided to pause US strikes on Iran on Friday because the countries mediating between them had asked him to give the talks another chance. Iran has also halted its attacks. The pause follows nearly two weeks of daily US strikes and tit-for-tat attacks, effectively unravelling the ceasefire struck in June. The US military said at the time that its strikes were aimed to "degrade Iran's ability to threaten commercial shipping in the Strait of Hormuz" - a global route for transporting oil. The price of oil on Monday fell by more than 9% to $87.59 a barrel at one point on hopes the conflict could be de-escalated. Aboard the presidential plane, Trump also dismissed media reports that after five months of fighting, US ammunition stockpiles were now running low. "We have a lot of ammunition. We have a lot of the mid-level stuff too, more than we could ever use, no matter what," Trump said. "But we have a lot. I'd like to have more." He said a "lot of equipment" was being built, in particular Patriots - highly valued US-made anti-ballistic missiles. "That system is going up. We have a lot," he said. Meanwhile, White House spokesperson Anna Kelly said the US military "has more than enough munitions, ammo, and stockpiles to serve all of President Trump's strategic goals and beyond, and Operation Epic Fury has exposed what happens when you mess with the United States." "Even still, the president has urged our defence contractors to constantly produce more made-in-America weapons, which are the best in the world," the spokesperson added.
